ECTL_SRC_250067 Network Expert

The aim of this Call for Tender Procedure is to implement a tasking contract for an initial period of 3 years, with the possibility to extend two (2) times by one (1) year, up to a total maximum period of five years.

The assigned expert will be accountable to the EUROCONTROL DCN Team Leader and responsible for providing support for the systems in the team's portfolio.

For the performance of the tasks, the tenderer shall assign one expert dedicated to the execution of the required tasks for the contract's term and ensure its availability up to two hundred-twenty (220) working days, per year with the following profile, as specified in Section 3.3 below (mandatory & desirable requirements)., The assigned expert shall typically perform following non-limitative and evolutive list of key tasks and may be required to complete other tasks based on the needs:

Identify malfunctioning hardware and/or software for the purpose of implementing necessary corrective actions, resolving technical problems and provide ongoing support to the end-users of the operational MADAP networks and non-operational OFFICE network

• Perform primary network system administration on network and IT Network Security equipment
• Assist in the design, development, configuration, installation and maintenance of network systems
• Conduct analyses and testing of network systems for the purpose of documenting findings and ensuring efficiency
• Create utilities for the purpose of automating repetitive and daily routines
• Implement new network operating systems and application software for the purpose of ensuring compliance with licensing, patches and updates according to vendor and/or IT security guidelines
• Monitor LAN/WAN Infrastructure for the purpose of measuring performance and/or ensuring the secure and reliable operation of all MADAP networks and its Network Security Infrastructure.
• Drafting of TE2 documentation, e.g. Build state documents, Test documentation, Version documentation, Baseline Documentation in accordance with the Maastricht Management System
• Perform other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the DCN TeamSenior NET Engineer will be reporting to the DCN Team

Do you have experience in WAN?, Do you have a Bachelor's degree?, * Bachelor's degree in engineering (Computer Science, Electrical Engineering, Telecommunications) or 15 years of experience in a networking or IT function.

• Cisco CCNA Security, CCNP, CCDP accredited.
• At least 2 accreditations from leading firewall manufacturers (Fortinet, Checkpoint, Juniper, Palo Alto)
• Linux LPIC-2 certified

Technical/professional qualification, * Minimum of 10 years relevant experience in networking and IT security technology: practical experience in network troubleshooting is essential on network equipment together with experience in the field of hardware installation, system integration, testing and servicing activities.

• Minimum of 5 years practical experience with following brands: CISCO, CHECKPOINT and FORTINET
• Detailed knowledge of data communication protocols (TCP/IP, DNS, HTTP/S, FTP...), Routing, Switching proven by minimum 2 practical cases of experience.
• Knowledge of Quality of Service and experience designing/implementing QoS in an enterprise environment proven by minimum 1 practical experience case as an example.
• Minimum 2 years of practical experience with design concepts in LAN/WAN design
• The languages of the Agency are English and French. For this particular post candidates shall have a good knowledge of English - Listening/Writing/Understanding) level- C1/B2/B2 (the English skill levels may be further evaluated during an interview). Knowledge of Dutch/German would be an advantage.

Desirable:

• At least one hands-on experience in automation; scripting (e.g. Python)
• Practical experience with GIGAMON (minimum 1 year)
• At least one experience with network management tools and SIEM. (e.g. Elastic Flow, CA Spectrum & Splunk)
• Experience in a project environment, quality/security standards, configuration management & tools
• Good knowledge of MS Office tools Word, Excel, Visio.
• Ability to draft clear and concise technical papers in English
• Minimum 1 year experience with wireless products
• Minimum 1-year practical experience with Network management systems

Other skills/experience desirable:

• Knowledge of Dutch/Germanbachelor's degree in engineering (Computer Science, Electrical Engineering, Telecommunications).
• Cisco CCNP accredited.
